Quick answer
The same way of the LORD is experienced as a stronghold by the upright and as ruin by workers of iniquity. One reality, two experiences of it, decided by how a life is oriented toward it.
Read both lines
Both lines may share a single subject: the way of the LORD, His ordering of the world, is strength to one kind of person and destruction to another, the way the same sun hardens clay and melts wax. The upright man leans on the LORD's way and finds it a fortress: the world's moral grain, which he has stopped fighting, now carries him. The worker of iniquity is fighting the grain of reality itself, and the very same ordering grinds against him until it becomes his ruin. This is deeper than "God rewards some and punishes others": the difference is not in God's way but in your orientation to it, one swimmer carried by a current, another exhausted swimming against the identical water.
