Quick answer
Not merely avoids lying. Hates it, which is a statement about what a person finds intolerable rather than what they manage to abstain from.
Read both lines
The first line describes a reaction rather than a rule, and that is the point. This book's account of the fear of the LORD, given at 8:13, is hatred of evil, and here the same instinct is aimed at falsehood specifically. A person who merely refrains from lying is doing something different from a person who cannot stand it. The second line describes the alternative in terms of how the man ends up smelling to the people around him, which is a blunt way of noting that a life of falsehood eventually becomes noticeable to everyone but its owner.
