This verse repeats the second line of 13:14 word for word, with a different subject in the first line.
Quick answer
The same posture again, now described as a water source. What it does is practical: it routes a person around traps.
Read both lines
Set this beside 13:14 and something useful appears. There, "the law of the wise" was the fountain of life; here, "the fear of the LORD" is, and both verses close with the identical line about turning one away from the snares of death. The book is content to say that good teaching and a right orientation toward God do the same job, which keeps either one from being made into the whole thing. And the function named is again preventive rather than heroic. What this book offers is mostly the trap you walked around without noticing.
