Quick answer
He has the money and no appetite. The verse asks why someone would fund an education he has no intention of receiving.
Read both lines
The question is genuinely rhetorical and slightly exasperated, and the second line names what is missing. The Hebrew says he has no heart for it, and this book uses the heart for the seat of desire and judgment rather than for feeling, so what he lacks is not sentiment but any real want. That is the verse's insight: wisdom cannot be bought by someone who does not want it, and resources are not the bottleneck. Two verses later the chapter names the same deficiency again in the man who strikes hands on a stranger's debt.
