Quick answer
Tilting a verdict is evil at both ends: favoring the guilty and railroading the innocent are one corruption wearing two faces.
Read both lines
The two lines name the two directions justice bends: lifting the face of the guilty for his standing, his bribe, or his usefulness, and using the court's machinery to crush the person it exists to protect. The understatement "it is not good" is the idiom of settled divine disapproval. The verse assumes what the whole Old Testament assumes: courts are the LORD's concern, His name on the bench as surely as on the scales (16:11), and a society's character is legible in what its tribunals do to the powerless.
