Quick answer
Laziness and destruction are family: the slacker and the wrecker arrive at the same ruins by different roads.
Read both lines
The first line describes someone respectable, not a criminal, just slothful, coasting, cutting the corners nobody checks. The second line hands him his family tree: brother to a great destroyer. Vandals burn the barn; the sluggard never repairs the roof, and in ten years the two barns look identical. Wisdom refuses the comfortable line between doing harm and failing to do good (3:27–28), and the field of the lazy man ends as overgrown as any wrecked one (24:30–31). Neglect is slow-motion destruction wearing better clothes.
