What Does Proverbs 21:3 Mean?

To do righteousness and justiceIs more acceptable to the LORD than sacrifice.Proverbs 21:3 · NKJV

The chapter's first of three uses of* mishpat, *justice, which is the thread whose home entry is 13:23.

Quick answer

Treating people rightly ranks above religious observance. The verse says it as a comparison, and the comparison is not close.

Read both lines

Both nouns in the first line are weight-bearing. Tsedaqah is righteousness in the sense of right dealing between people, and mishpat is justice, the same word that carries this book's concern for whoever cannot enforce their own case. The second line then sets them against sacrifice, which was not optional, was commanded, and was the visible center of Israel's worship. So this is not a verse against worship. It is a verse about what happens when worship and treatment of people come apart, and it does not hesitate. Samuel says the same thing to Saul, that "to obey is better than sacrifice" (1 Samuel 15:22), and Micah asks what the LORD requires and answers "to do justly, to love mercy, and to walk humbly with your God" (6:8). The chapter returns to the point from the other side at verse 27.
