Bracketed with 28:28, which says it again with one verb changed.
Quick answer
Public life has two weathers. Under one, celebration; under the other, people disappear.
Read both lines
The verse measures a society by whether its people are visible. When the righteous flourish there is תִפְאֶרֶת, splendor, the word for public display, so the good is not private contentment but something a community can be seen to have.
The second half is the tell, and the NKJV footnotes it as literally a man will be searched for. That is stronger than hiding: it means people are being looked for. Verse 28 will close the chapter with the softer form, men hiding themselves, so the pair covers both halves of the same fear. The book is describing what it feels like to live under power that has gone bad, and the sign it picks is not policy but whether ordinary people can be found in the street.
