Quick answer
The consequences are already made up. The chapter ends by saying the outcome is not improvised.
Read both lines
The verb in the first line means established or made ready, and it does the work: nothing is invented at the last minute, because the sentence was in place before the scoffer opened his mouth. The second line reuses the chapter's own vocabulary from verse 25, closing the loop on the scoffer who would not learn from a word. Both halves describe an ordered world in which mockery and folly meet something built to answer them. This is the ordinary government of life as this book sees it, deed and consequence growing together, and it is not a picture of God arranging punishments for individuals or a statement about anyone's standing before Him. The chapter that opened with a poor man's integrity closes by saying the arrangement holds.
