Verse 10 restated. The second line drops the volume in a way worth noticing.
Quick answer
The same offense, said a second time. The chapter cared enough about rigged scales to come back to them thirteen verses later.
Read both lines
Repetition in this literature is emphasis, and the interesting part is the change. Verse 10 put both halves at full strength, two frauds and one detestation covering both. Here the first line carries the strong word and the second answers with something almost mild: dishonest scales are not good. That understatement is deliberate, and in Hebrew as in English the flat phrase can be heavier than the loud one. The chapter has now bracketed its own middle with this offense, and the fact that it needed saying twice implies it was common enough to be ordinary.
